I'm actually going to go with Kanto. From a design standpoint, it's probably the best-designed region. The way it loops back around directly to the start is perfect. Getting to see it graphically updated in FireRed/LeafGreen was a real treat and a massive nostalgia trip. The music is iconic, the original 151 are forever enshrined as being the "best", and the Elite 4 were tough. Of course, I was like 9 when I went up against them, so maybe it's just retro goggles.
I do have to give props to all the other regions too. Johto has a beautiful color palette and a notable Japanese countryside feel to it. Hoenn was amazing in its own way. We finally had a massive coastal city in Lilycove, and the rest of the region really felt like a realistic landmass. And Sinnoh upped the ante big time. Weather conditions everywhere, an awesome Pokémon League, and a giant effing mountain bisecting the whole region.

I loved your description. You made me want to go and grab my DS and play one of the games. Too bad it's like 6 in the morning right now.
